In the heart of Russia, the Nizhny Novgorod region has seen a surge in entrepreneurial activity, thanks in part to the Social Contract Program. Since the beginning of 2025, over 2,200 social contracts have been concluded, according to the Ministry of Social Policy.

These contracts, aimed at supporting low-income and vulnerable residents, have led to the establishment of new businesses, including a clothing alteration workshop opened by Svetlana Filatova in the Voskresensk municipal district on August 8, 20XX at 09:30.

Svetlana, a tailor and pattern maker of the fifth grade, had been accepting orders and sewing clothes at home before taking the leap to open her own business. With the help of the social contract program, she was allocated 350,000 rubles from the state's social assistance tool to kickstart her venture.

The allocated funds were used to buy necessary equipment and decorate the interior of the workshop. The equipment purchased includes an industrial machine for heavy fabrics, a machine for light fabrics, an industrial overlock, a steamer, a fur machine, a domestic machine for buttons and zigzag stitches, a large cutting table, a cabinet for orders and accessories, a table for domestic machines, a printer, and a computer.

Svetlana plans to hire an assistant to help manage her business and give more advertising to expand her client base. Over 1,400 people have signed contracts for individual entrepreneurship in the region, demonstrating the program's success.

The national project "Family" aims to expand support measures, create conditions for active longevity for the elderly, and ensure high-quality and affordable medical care. As part of this project, the social contract as a financial support mechanism for citizens will be included.

Priority for social contracts is given to individuals who have already had successful experience in running their own business, large families, and families of participants in SVO. Over 400 contracts were signed for employment, while approximately 300 contracts were made to overcome difficult life situations. The remaining funds covered the rent for two months.

More than 1.1 billion rubles have been allocated from federal and regional budgets for these purposes. Around 34 contracts have been made for personal subsidiary farming. To sign a social contract, one needs to draft a business plan and apply to the local social protection office or submit online via the "Gosuslugi" portal.

As the national project "Family" expands its support measures, Svetlana hopes to hire an assistant and expand her lifestyle brand by attracting more clients, thanks to the success of over 1,400 individual entrepreneurship contracts in the region, including home-and-garden ventures like personal subsidiary farming.
